What the problem actually is.
Street dog populations are managed humanely by sterilisation and vaccination or inhumanely by culling, and the choice is usually made by whichever option someone funded. We fund the first.
The livestock side matters more than it might appear. For a smallholder household a buffalo is not a pet, it is the entire income; an untreated illness is a financial catastrophe. Mobile veterinary camps are among the cheapest interventions we run per household protected.
We work with municipal bodies rather than around them, because sterilisation only reduces a population if it is sustained across a whole area for years.

Each of these is funded with its running costs included - stipends, repairs, follow-up - because that is what decides whether it survives past the first year.

Emergency animal rescue
Response to injured street animals, with treatment and rehoming where possible.
Fodder support in drought
